Can You Do the White Card Online in Victoria?

The Short Answer

Generally, no. If you live in Victoria, WorkSafe Victoria requires you to complete your White Card training face-to-face. While online training is permitted in some other states (like Western Australia or Queensland), Victorian residents are subject to strict in-person assessment regulations.

Why Face-to-Face?

The CPCWHS1001 unit of competency includes practical assessment components that are difficult to verify online. Students must physically demonstrate the correct fitting of Personal Protective Equipment (PPE) such as hard hats, eye protection, hearing protection, and high-visibility clothing. WorkSafe Victoria mandates that an assessor must observe this in person to guarantee the safety of future worksites.

Exceptions and Interstate Rules

There are very rare exceptions, such as living in an extremely remote area (more than 100km from an RTO), but this is difficult to prove and rarely granted for major regional centers or Melbourne. If you complete an online course from another state while residing in Victoria, WorkSafe may refuse to recognize it, meaning you will have wasted your money and will still be denied entry to Victorian construction sites.
